When Soviet fighter jets shot down a Korean airliner (KAL 007) that had strayed into the USSR's air space in September 1983, the whole world took note. In the days following that tragic event, President Reagan announced that the United States would make a little-known satellite-based technology still under development — the Global Positioning System, or GPS — available to the world as a means for improving commercial aviation safety.
